Substance abuse is a deadly disease with one of the highest mortality rates. People afflicted with the disease live suboptimal lives, effect family members and become a burden on society. Substance abuse often leads to criminal activity.
Society’s current trend “to ignore the existence of the problem and incarcerate” rather than treat the disease is unacceptable in terms of its cost and benefits to society and the individual needing help.
